WebCode
WebCode is a nifty little application designed for iPhone, iPad, iPod Touch, Windows, Mac, Linux and Solaris to let you write HTML, CSS, PHP and JavaScript and quickly test it anywhere you want. It is a simple application with many more features coming.
FEATURES:

- Browse a library of snippets (desktop only for now)
- Choose from a bunch of templates (desktop only for now)

The desktop version of WebCode requires Java. It is free and easy to install. Get it here
